New rules of spelling: structure, principles, innovation

Abstract

In article the main contents of new rules and the basic principles of spelling in the new version of the Rules of Kazakh approved by the National commission on December 6, 2018 are considered. Distinctions of the phonemic and morphological principles speak. It is about spelling of letters and, at, also about transfer of signs я, yu, ъ, ьas a part of foreign-language words according to phonetic laws of Kazakh. Authors try to explain changes on spelling of the primordial-Kazakh words and terms which are used in the Kazakh text. In the near future on the basis of the offered rules ofspelling of Kazakh spelling dictionaries reference books
will be made. Therefore the purpose of article is acquaintance with the above changes in the new version of Rules.
